Lack of system may delay medical marijuana program

The island’s medical marijuana program could be held back due to an online registration system.

James Gillan, director of the Department of Public Health and Social Services, said the state of Arizona was supposed to help Guam with the system.

“It was important for Guam because we wouldn’t have to build the IT system and the charges would be reasonable,” he said.

He said Arizona has a full plate with its own legal challenges and the leadership at its Department of Health Services changed, which is the reason it won’t be providing the system to the island.

The application for medical marijuana license would be done online with two photo IDs and a photo for the ID card itself, he said.
